"The infamous US Senate (Byrd - Hagel) Resolution stated that it was the sense of the Senate that US should not be a signatory to any protocol that did not include binding targets and time tables for developing countries (like Sri Lanka) as well. A few weeks ago, the G-8 Summit reiterated this position.
Australian and Mexican proposals to Copenhagen too have suggested a similar position. In order to cut emission levels of developed countries, developing countries too should cut their emission levels.
The USA emits over 36% of carbon and "Wyoming" the least populous state with only 495,700 people emits more carbon dioxide than 74 developing countries with a combined population of nearly 396 million.
The carbon emission of Texas with a population of 22 million, exceeds the aggregate emission of 120 developing countries with a combined population of 1.1 billion people. "
